Clarification on 4th Grade Screening

Clarification on 4th grade screening requirements

Information:  The updated ELI guidance clarifies that this requirement is not actually active until 2017. We apologize for any confusion this may have created. Of course, it is still best practice to screen, monitor, and intervene with kids who are not yet proficient readers

A few items…

You may have received some of this information in an email yesterday, but we wanted to ensure you were all made aware of the following:

SD Report Confirmation in TIER: In a couple of weeks there will be a new feature installed for the principal role to review and confirm their building’s SD report results. This review/confirm function will need to be completed prior to the opening of the winter window on January 18th, and from then on, after the completion of each screening period. There will be an upcoming webinar dedicated to this topic in the next few weeks and details will be communicated out when they are available. We encourage building principals to review their SD reports now for any remaining errors ahead of this review/confirm process.

279.68/ELI requirement to screen 4th grade students: In order to meet the requirements of 279.68/ELI, schools are required to continue to screen students who are substantially deficient at the end of 3rd grade and provide intensive reading instruction until they are performing above the benchmark on universal screening. This requirement is not new, but was not implemented in Iowa TIER for the fall screening window. Please plan for screening your substantially deficient 4th graders during the winter window. Note that only the students who were SD at the end of 3rd grade are required to be screened. Screening of other students to continue providing multi-tiered supports and interventions is encouraged.

    1. To Do: If your district has any buildings with 4th grade students that are not currently visible in Iowa TIER, please submit a ticket so we can make the building available to you.
    2. To Do: Make sure building teams are prepared to screen these 4th grade students.

Non-FAST progress monitoring: This is an awareness item for schools not using FAST assessments for progress monitoring. They are working on a process to allow the use of the progress monitoring functions in Iowa TIER with approved non-FAST progress monitoring assessments. They anticipate that student-level, non-FAST progress monitoring data will be required to be entered into Iowa TIER after the winter screening period.
